PRO-252 — Procedure for human intervention to identify TMA congestion and adjust departure flows where required

Where automated support to departure metering and/or coordination of dependent traffic flows from multiple airports is not in use or is to be overridden, the TMA Supervisor can intervene by using the improved ability to identify TMA congestion in advance to coordinate with the Tower to route departing aircraft onto alternate departure routes in the event of predicted excess demand. Where no additional departure routes are available, the TMA actor will coordinate with the Tower to modify the departure demand.
