ER APP ATC 171 — Upgraded En-route and Approach STCA safety-net using DAPs via ADS-B information

Upgrade En-route and Approach STCA safety-net functionality to accept additional information from ADS-B and to implement additional rules for its use to: a. provide early conflict alerts/warnings; and b. reduce nuisance conflict alerts/warnings. However, the independence of STCA and ACAS is to be maintained.
