A High Complexity En-Route Operating Environment is an En-Route airspace in which, or a part of which, area control service is provided by an ATC operational Unit with an Aggregated Traffic Complexity Score greater or equal to 6 and less than 10 or, if score is not available, with a number of serviced IFR flights greater or equal to 100000 and less than 200000 per year.
