DCB-0203 — Enhanced ASM/ATFCM Coordinated Process

Collaborative activities within the planning and execution phases between ASM and ATFCM to optimise the utilisation of the available capacity based on the continuous assessment of network impact of the expected airspace allocations. The collaborative activities also consist on the day of operations in making a better usage of the opportunities (increase of route availability) and in ensuring more airspace use flexibility to fully respond to ad-hoc military needs in accordance with defined time parameters (e.g. 3 hours before operations).

Rationale
The level of integration between ATFCM and ASM is still low. The functional integration of airspace flow and capacity management (including airspace management cells) needs to be reflected at network level as well as regional and local levels in order that information sharing and a collaborative decision making process is inclusive, transparent, understandable, effective, and delivers a benefit. Having a consolidated input to the development, validation of the pre-defined scenarios, these integrated functions will be deciding, within an agreed collaborative decision making process, which is the best possible pre-coordinated solution for the specific circumstance.
