New operating procedures are in place such that the traditional requirement to agree co-ordination conditions for all traffic at sector boundaries prior to the transfer of control is removed. Initial transfer criteria will be set in order to provide a default plan, however Controllers are able to operate collaboratively, having access to the planned and cleared profiles of flights for which they are not expected to be responsible, and may issue clearances without prior co-ordination or release outside that default plan should the environmental traffic allow, utilizing other sectors¿ airspace as necessary, and undertaking, unilaterally, to assure appropriate separation in order to achieve the flight¿s desired profile and allowing the airspace to be used more freely and efficiently with significantly lower workload.
