Pre-departure management has the objective of metering the departure flow to a runway by managing Off-block-Times (via Start-up-Times; TSAT) which consider the available runway capacity. In combination with CDM, Pre-departure management aims thus at reducing taxi times, increasing CFMU-Slots compliance and increasing predictability of departure times for all linked processes. Tower Clearance Delivery Controllers will follow the TSAT-window when issuing the start-up approval. Sequence optimisation at the runway will still be done manually by the Tower Runway Controller.
